Measures for power co-ops’ franchises lapse into law

MANILA, Philippines — More than 20 measures have lapsed into law, including proposals granting a 25-year franchise to power cooperatives in Laguna and Camarines Sur.

Among these measures are Republic (RA) Act 12277, which granted the Camarines Sur IV Electric Cooperative Inc. a franchise to construct, install, establish, operate, own, manage and maintain a distribution system in the towns of Caramoan Garchitorena, Goa, Lagonoy, Ocampo, Presentacion, Sagñay, San Jose and Tigaon.

RA 12278 granted a similar franchise to the First Laguna Electric Cooperative Inc. to serve power consumers in Cavinti, Famy, Kalayaan, Lumban, Mabitac, Paete, Pagsanjan, Pakil, Pangil, Siniloan and Sta. Maria.

Meanwhile, RA 12276 renewed for another 25 years the franchise of the PEC Broadcasting Corp.

Another measure that lapsed into law was RA 12267, which mandates the creation of four regional trial court branches in the fourth judicial region, two of which will be based in Coron and one each in Brooke’s Point and Roxas in Palawan.

Three measures creating new barangays have also lapsed into law.

RA’s 12279 and 12280 created the Friendship Village in Norzagaray, Bulacan, and Barangay Pulung Bulu in San Fernando, Pampanga, respectively.

Meanwhile, RA 12281 renamed the New Alabang Village in Muntinlupa as Barangay Ayala Alabang.

RA 12285 converted the extension campus of the Cebu Normal University in Balamban town into a regular campus.

RA 12283 established a college of medicine at the Sultan Kudarat State University in Tacurong City.RA 12282 converted the Zamboanga del Sur School of Arts and Trade in Pagadian City into Zamboanga del Sur Polytechnic State College.

A bill lapses into law if the President fails to sign it 30 days after transmittal by Congress.
