Lawmaker seeks creation of regional body
BAGUIO CITY, Philippines — Solid North party-list Rep. Menchie Bernos is pushing for the creation of the Northern Luzon Development Authority (NLDA), a long-term regional body that will coordinate development efforts in the Cordillera, Ilocos and Cagayan Valley regions.
In House Bill 3109, Bernos aims to address the region’s fragmented governance, limited infrastructure and uneven growth by institutionalizing a development framework centered on tourism.
Bernos noted that while Northern Luzon is rich in natural and cultural assets, it continues to face developmental gaps.
She believes that harmonizing regional efforts under a single body will transform Northern Luzon into a tourism and cultural hub.
“By standing united, we can raise the profile of Amianan,” she said, adding in Ilocano, “Agkaykaysa tayo tapno agbannuar ti Amianan (Let’s unite so the North can thrive).”
Confident in the bill’s potential, Bernos underscored that institutionalizing the NLDA will not only promote tourism but also secure long-term, balanced growth across the region.
