QCPD eyes criminal cases in fallen debris incident

MANILA, Philippines —  Following the death of a student hit by fallen debris, criminal complaints are being eyed against people responsible for the upkeep of a condominium building in Quezon City, police said yesterday.

In a statement, the Quezon City Police District (QCPD) vowed to give justice to the victims, including the bereaved family of 12-year-old Carl Jayden Baldonado who succumbed to injuries on Wednesday.

“We stand with the bereaved family during this painful time and assure them of our unwavering commitment to seek justice,” the QCPD said.

Citing a report, the QCPD said the preliminary findings of its special investigation unit showed negligence when a slab of concrete plaster came loose and fell from the Atherton Place Condominium along Tomas Morato Avenue and hit three Don Roces Science High School students, including Baldonado, on Aug. 12.

The QCPD said there were visible cracks on the facade of a unit on the building’s eighth floor, where antennas were installed.

“An independent structural expert also observed that vibrations from drilling and antenna installation may have contributed to the loosening and detachment of plaster materials,” the QCPD said.

Police investigators have met with the victims’ families and stakeholders to clarify possible roles and responsibilities in the incident. They are also gathering sworn statements and documentary evidence to aid in the case build-up.

“The QCPD assures the public that it is working closely with partner agencies to ensure accountability and public safety and to give justice to the victims and their families,” it said.
