19 motorcycle owners summoned for racing

MANILA, Philippines — The Land Transportation Office (LTO) has summoned the registered owners of 19 motorcycles caught racing in San Rafael, Bulacan.
LTO chief Vigor Mendoza II said the agency’s intelligence and investigation division issued separate show-cause orders after receiving reports about the incident that occurred on Aug. 17.
The show-cause orders required the owners to explain why they should not be held liable for violating road safety regulations.
The owners were directed to appear at the LTO in Quezon City on Aug. 27.
Failure to attend will be considered a waiver of the owners’ right to be heard.
Police arrested 24 people including 12 minors during the operation conducted along the Mabalas-Balas-Galas-Maasim Bypass Road.
“Aside from racing on a public road where four-wheel vehicles pass, these people were performing dangerous stunts together with the minors,” Mendoza said. “We will not let this pass, especially since the operation was carried out because an accident occurred in the area and a child was injured.”
