MMDA begins issuing notices vs NCAP violators

MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) has started sending out notices to motorists recorded on camera violating the no-contact apprehension policy or NCAP.
In an advisory posted on its Facebook page, the MMDA said the traffic violations were thoroughly reviewed before the notices were issued.
“The MMDA has started sending notices of violation to those confirmed to have violated the NCAP,” the agency said.
The MMDA motorcycle unit has been delivering the notices to the addresses of vehicle owners within Metro Manila, as listed in the Land Transportation Office’s database.
For motorists residing outside Metro Manila, notices of traffic infractions are sent through the Philippine Postal Corp.
The MMDA assured the public that camera-captured violations are manually reviewed.
“We make sure that all traffic violations recorded on camera go through verification to ensure the accuracy of the apprehension,” the MMDA stated.
In a separate post, the MMDA clarified that its on-ground traffic enforcers will continue to operate alongside the NCAP.
MMDA enforcers remain essential in areas without closed-circuit television (CCTV) coverage, the agency said.
“Even while the NCAP is in effect, physical apprehension continues because there are blind spots where there are no CCTV systems,” the MMDA said. “These areas still require personnel to issue tickets to traffic violators.”
To prevent duplicate citations, the MMDA said enforcers submit traffic violation tickets for cross-checking against the NCAP database to ensure that no motorist is fined more than once for the same offense.
