P1 million reward up for Dumlao’s arrest

MANILA, Philippines — A reward of P1 million for information leading to the arrest of former police lieutenant colonel Rafael Dumlao III, the convicted mastermind in the kidnapping and murder of South Korean businessman Jee Ick-joo in 2016, has been offered by the Presidential Anti-Organized Crime Commission.
The PAOCC headed by Executive Secretary Lucas Bersamin earlier ordered a manhunt for Dumlao.
The Court of Appeals had sentenced Dumlao to life in prison without parole and ordered him to pay P350,000 in damages for kidnapping with homicide and another P225,000 for kidnapping and serious illegal detention.
Jee was kidnapped at his home in Pampanga in the guise of a drug bust by the Philippine National Police Drug Enforcement Group. He was strangled to death at the PNP headquarters at Camp Crame in Quezon City in October 2016.
