MANILA, Philippines — Despite an overwhelming victory against his rival Sen. Koko Pimentel III, Marikina Mayor Marcelino Teodoro will not be able to assume his seat as representative of the city’s first district.

Teodoro is among the 19 local and national candidates whose proclamations were suspended by the Commission on Elections, Comelec Chairman George Garcia confirmed yesterday.

“He will not be proclaimed winner until his disqualification case has been resolved,” Garcia said.

Teodoro called on the Comelec to respect the choice of the electorate and proceed with his proclamation.

“Technicalities must not override the people’s will,” he said. “Vox populi, vox Dei – the voice of the people is the voice of God.”

Teodoro won the congressional race in the first district of Marikina with 75,062 votes against Pimentel’s 29,031. He will be replaced by his wife, mayor-elect Marjorie Ann Teodoro, who defeated Rep. Stella Quimbo with 142,814 votes. Quimbo got 111,420. — Jose Rodel Clapano
