MANILA, Philippines — The low-pressure area spotted west of Central Luzon has developed into a minor cyclone on Monday morning, the state weather bureau PAGASA reported.

In a video advisory at 4 a.m., the newly formed tropical depression was located 1,100 kilometers west off the coast of Luzon. It moved west-northwestward at a speed of 25 kilometers per hour with winds of 45 kph and gusts of 55 kph toward the east of Vietnam.

PAGASA weather specialist Obet Badrina said the weather system is not expected to directly affect conditions in the country.

It enhances the southwest monsoon or habagat, however, that dumps across the country, particularly in Palawan and most parts of Mindanao.

The tropical depression does not adopt a local name since it is not within the Philippine Area of Responsibility.
