SAN FERNANDO, Pampanga, Philippines — Up to P120 million has been allocated by the Department of Budget and Management (DBM) for the construction of a new interchange of the North Luzon Expressway (NLEX) in Sto. Tomas, Pampanga

Budget Undersecretary Goddes Hope Libiran said the project would be funded under the 2024 General Appropriations Act.

This developed after the Toll Regulatory Board (TRB) recently approved the construction of the interchange that will connect the NLEX to the western side of Pampanga and portions of Bataan.

The project seeks to decongest traffic along the San Fernando Interchange and Jose Abad Santos Avenue, or the Olongapo-Gapan Road, according to TRB executive director Alvin Carullo.

It is also expected to boost economic development once the Sto. Tomas Interchange is connected to the Lubao-Guagua-Sasmuan-Minalin-Sto.Tomas Bypass Road project, which is being implemented by the Department of Public Works and Highways.

NLEX Corp. president Luigi Bautista said the construction of the Sto. Tomas interchange is another testament to the strong public-private partnership on infrastructure development under the administration of President Marcos.

The project will be completed in 2025.
