MALOLOS, Philippines — Bulacan Gov. Daniel Fernando, who fell ill as he was about to deliver a speech at an event at the Bulacan capitol gymnasium on Monday, is recuperating, according to a statement issued by the provincial public affairs office yesterday.

Fernando ”is resting and in stable condition with the help of our Lord,” the statement read.

A viral video showed Fernando struggling to speak and then gesturing to Vice Gov. Alex Castro, who assisted him as they both left the event.

Fernando appeared to be unwell. Witnesses said he seemed to have suffered a stroke.

The governor was reportedly brought to a hospital.

Fernando’s cardiologist Dr. Berwyn Flores said the governor’s ”irregular gestures at the event was due to exhaustion, overfatigue and dehydration.”

He said Fernando is ”expected to come back in full swing after a few days of adequate rest.”

It was not immediately known if the governor is recuperating in a hospital.
