Goring intensifies anew; wind signal still up

MANILA, Philippines —  Tropical cyclone wind signal no. 1 remained hoisted over parts of Northern Luzon as Typhoon Goring, which reintensified into a super typhoon, exited the Philippine area of responsibility (PAR) last night.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said another typhoon (with international name Haikui) was expected to enter PAR last night.

In its 5 p.m. advisory, PAGASA said wind signal No. 1 was raised over Batanes, Babuyan Islands, Ilocos Norte, the northern portion of Apayao and northwestern portion of Cagayan.

Goring was monitored 85 kilometers west of Itbayat and was moving northwest at 15 kilometers per hour (kph).

It was carrying maximum sustained winds of 195 kph near the center and gustiness of up to 240 kph.

Goring is forecast to continue to bring heavy rainfall over Batanes, the Babuyan Islands, Ilocos Norte, the northern portion of Apayao and extreme northwestern portion of mainland Cagayan until this afternoon.

Once outside the PAR, Goring may move nearly parallel to the coast of Guangdong, China.

The new typhoon, named Hanna, was moving generally northwest and will remain far from the Philippine landmass.

It may intensify into a typhoon and reach its peak intensity before exiting PAR tomorrow morning.

Hanna was carrying maximum sustained winds of 100 kph near the center and gustiness of up to 125 kph.

PAGASA said Hanna is less likely to directly affect the country but may start to enhance the southwest monsoon today.

The southwest monsoon is affecting Central and Southern Luzon, the Visayas and Mindanao.

Monsoon rains are expected over Zambales, Bataan, Occidental Mindoro and the northern portion of Palawan.

Occassional monsoon rains are forecast over Metro Manila, the rest of Ilocos, the rest of Mimaropa, Tarlac, Pampanga, Bulacan, Cavite, Batangas and Antique.

Cloudy skies with scattered rains are expected over the rest of Luzon and the rest of Visayas.

The rest of the country may see isolated rains due to the monsoon and localized thunderstorms.

1 missing in Western Visayas

There was no reported casualty, but one person was reported missing in Western Visayas due to the southwest monsoon, which is being enhanced by Goring, the National Disaster Risk Reduction and Management Council (NDRRMC) reported yesterday.

The NDRRMC said 56,410 families or 196,926 people were affected by the weather system.

Up to 9,608 families or 35,095 people were displaced and remain in 376 evacuation centers in various provinces.

The affected regions are Ilocos, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Western Visayas and the Cordilleras.

Damage to infrastructure was estimated at P41.175 million.

The NDRRMC said P7.8 million worth of financial assistance, meals, family food packs and other basic necessities have been provided to affected families.

Damage to agriculture in Cagayan Valley was estimated at P189.1 million, according to the Department of Agriculture.

In Negros Occidental, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) said damage to crops, fisheries and livestock reached P115.6 million.

At least 100,334 people were affected by flooding in the province.

State of calamity

Amid the damage caused by the typhoon, Mayors Alfredo Abelardo Benitez and Nicholas Yulo of the cities of Bacolod and Bago, respectively, are eyeing the declaration of a state of calamity.

Negros Occidental acting governor Jeffrey Ferrer placed the province under blue alert due to continuous rains, flooding and landslides.

Landslides were reported in Purok Kulasi in Barangay Kumaliskis and Purok Langka in Barangay Bunga in Don Salvador Benedicto as well as Barangay Ilijan in Bago City, Negros Occidental. – Michael Punongbayan, Jun Elias, Gilbert Bayoran, Cesar Ramirez, Rudy Santos, Artemio Dumlao, Bella Cariaso
