4 Chinese drug convicts, rapist seek parole

?MANILA, Philippines — The Bureau of Pardons and Parole (BPP) has recommended 60 convicts, including four Chinese drug pushers and a man who raped his 14-year-old daughter, for parole to be granted by President Duterte.

Included as candidates for executive clemency are Chinese nationals Li Yin Chu alias Robert Li, Ng Yin Buk, Kwok Wai Cheng and Chang Chaun Shi, and Elpidio Salazar Antonio, the BPP said in its notice on Wednesday.

Li was sentenced to serve up to 40 years in prison by then Quezon City Regional Trial Court (RTC) judge and now Supreme Court Justice Diosdado Peralta in May 2000.

Authorities seized 9.8 kilos of shabu in his car during a sting in July 1999.

Quezon City RTC Branch 103 Judge Jaime Salazar imposed life terms on Ng, Kwok and Chang, along with three other Chinese nationals, for illegal drugs in April 2004.

Army men caught them loading shabu – packed in 25 heat-sealed and 147 self-sealing plastic bags – into a white L-300 van at a resort in Quezon province in August 2000.

Meanwhile, the Nueva Ecija RTC Branch 36 in August 2000 convicted Antonio for life for raping his then 13-year-old daughter twice in his house at Barangay San Roque in San Isidro town in June and August of 1994.

The court initially imposed the death penalty on Antonio but this was later reduced to life imprisonment due to lack of aggravating circumstances.

Any interested party could send their written objections or information relevant to the cases of the 60 convicts, who are candidates for executive clemency 30 days after the notice’s release, the BPP said.
