Ex-Cebu mayor faces raps for unlawful EO
MANILA, Philippines – A former municipal mayor in Cebu has been ordered indicted before the Sandiganbayan for alleged unlawful issuance of an executive order.
Ombudsman Conchita Carpio-Morales said charges of falsification would be filed against former Talisay town mayor Johnny delos Reyes for appointing a certain Paulus Mariae Cañete as officer-in-charge (OIC) of the Talisay City College (TCC).
Anti-graft investigators said Delos Reyes issued the appointment without authority from the school’s board of trustees.
The former mayor claimed Cañete’s appointment was made in good faith.
Citing the minutes of a TCC meeting in 2013, the Office of the Ombudsman said the board did not authorize Delos Reyes to appoint the college president or designate an OIC.
Morales said as town mayor and chairman of the TCC board, Delos Reyes took advantage of his position when he issued the order.
Aside from criminal charges, the ombudsman found Delos Reyes administratively liable for dishonesty and warned him not to repeat the offense.
