Comelec issues restrictions for Cavite plebiscite

MANILA, Philippines - Starting Nov. 12, the Commission on Elections (Comelec) will ban certain actions in connection with a plebiscite seeking the conversion of the municipality of General Trias in Cavite into a city.

The Comelec said the restrictions would be in effect until Dec. 11 or a day before the plebiscite on Dec. 12.

The poll body said from Nov. 12 to Dec. 11 or the plebiscite period, appointments to or creation of new positions would be prohibited.

“No head, official or appointing officer of a government office, agency or instrumentality, whether national or local should appoint or hire new employees to any office located within or outside General Trias whose duties, and functions involve or affect the municipality,” the resolution said.

The Comelec said the renewal of appointments of temporary, casual, substitute and contractual personnel is not covered by the ban and will not need prior authority of the commission.

It said department heads and local officials are prohibited from entering into a contract for public works during the period.

The release, disbursement or expenditure of public funds are not allowed except for the maintenance of existing and completed public works project; work undertaken through public bidding and contracts awarded before Nov. 12, and emergency work due to calamities.

“But such works should be limited to the restoration of the damaged facility.”

The poll body deputized some government agencies like the departments of the interior and local government, education, finance, and transportation and communications; Philippine Postal Service Corp.; National Telecommunication Commission, National Police Commission and Philippine National Police.

The Comelec said carrying or transport of firearms or other deadly weapons is prohibited during the period.
