Ex-Basilan vice mayor faces graft raps
MANILA, Philippines - The Office of the Ombudsman yesterday ordered the filing of graft charges against a former vice mayor of Lamitan City in Basilan.
Arleigh Eisma will be indicted over the alleged illegal disbursement of government funds to pay a gasoline station he owned for the gasoline expenses of his private vehicles, Ombudsman Conchita Carpio-Morales said.
Investigation showed that Eisma facilitated the release of P1,964,921.25 for his gasoline expenses from January to July 2012.
The ombudsman said Eisma approved all the trip tickets, purchase requests and orders, inspection and acceptance reports and checks and disbursement vouchers.
Eisma “monopolized almost every aspect of the process from requisition, acceptance of the delivery and approval of the same,” the ombudsman ruling stated.
“Eisma allowed his privately owned Shell station to benefit from the transactions approved and intervened by his public office in an apparent conflict of interest and breach of public trust,” it added.
