Laguna questioned for spending P7.3 M for consultants
MANILA, Philippines - The provincial government of Laguna reportedly spent over P7.3 million in public funds last year to pay several consultants who allegedly performed menial jobs that could be handled by a single worker.
In a report released last week, the Commission on Audit (COA) said the hiring of consultants did not conform with Republic Act 9184 or the Procurement Law, which deems such employment as unnecessary.
The COA said consultants should be hired on the basis of their expertise, experience and capability.
Records showed the provincial government hired 32 consultants from January to June, and 26 more from July to December 2012 who received a monthly salary ranging from P15,000 to P27,000.
The COA said the hiring of consultants was covered by the “Kasunduan sa Paglilingkod†signed by the governor and the consultants.
However, the state auditors found out that several consultants handles similar field or related services that could be performed by a single person.
The COA said the duties and responsibilities assigned to consultants were already mandated to department heads.
For his part, Gov. Jorge “E.R.†Ejercito said the hiring of consultants was discussed with the former COA audit team leader of the province.
Ejercito said he would ask the provincial legal officer to re-evaluate the hiring.
