MANILA, Philippines - Several passenger buses were flagged down and drivers cited for violation of the Manila ordinance banning public utility buses without terminals in the city on Thursday.
Led by Manila Mayor Joseph Estrada, who wore a camouflage jacket, and Vice Mayor Isko Moreno, traffic enforcers stopped several buses at the border of Quezon City and Manila in Mabuhay Rotonda area which tried to enter the city.
Bus drivers told the traffic officers that they were only following the route indicated in their respective franchises, from Quezon City to Baclaran.
Among those cited were Safeway Transport, Greenline Express, Corimba Express, Thelma Transit buses.
Due to the impasse, numerous commuters were forced to alight from the buses.
In an interview with reporters, the bus operators' lawyer, Ferdinand Topacio, argued that they are not trying to defy any laws but complying only with the bus franchise issued by the Land Transportation Franchising and Regulatory Board.
The bus operators, for their part, maintained that the rental fees at the bus terminals in Manila would be costly to their operation.
Estrada earlier warned the buses operators that if they try to enter the city, they would be readily arrested.
"Subukan lang nilang pumasok....pag huhulihin namin sila," the mayor said.
