DILG, Globe launch text survey on good governance

MANILA, Philippines - The Department of the Interior and Local Government (DILG) has launched a text survey to get the public’s feedback on the delivery of barangay services and accountability of local government units (LGUs).

The DILG said the survey, which was conducted in partnership with Globe Telecom and the Philippine Center for Civic Education and Democracy (PCCED), was sent to 1,000 Globe SIM card users nationwide, of whom 376 replied.

The date of the survey, however, was not disclosed.

The respondents answered five questions with “yes” or “no” and rated with a score that ranged from one to five.

The pilot study utilized Delph.io, a survey tool developed by Globe’s subsidiary Kickstart Ventures, Inc.

The survey questions focused on the responsiveness of LGUs and the general public awareness on the existence of services delivered by their local governments.

During the presentation of the survey results at the DILG-Local Government Academy, Director Virgilio Castro of the DILG-National Barangay Operations Office (NBOO) said that 99 percent or 371 respondents secured a barangay clearance and a certificate of residency.

The Anti-Red Tape Act survey of DILG through the NBOO and Globe was implemented by the PCCED six month ago.

“We were able to reach almost 400 respondents for the DILG-ARTA survey within a few hours. By using technology, we were able to shorten the survey process and make information-gathering more efficient,” said Reynald Trillana, executive director of the PCCED.

The project results provided DILG with information on the actual performance of barangays to ensure that they are delivering services. 

Some 376 respondents expressed awareness on the existence of a citizen’s charter in their barangay.  The same number was also able to avail of the services being offered in their respective LGUS.
