Jacob's resignation takes P-Noy by surprise

MANILA, Philippines - President Benigno Aquino III was surprised by the resignation of Chairman Jaime Jacob of the Land Transportation Franchising and Regulatory Board, Transportation Secretary Joseph Emilio Abaya said on Friday.

Abaya said the president also wants to know the reason why Jacob is quitting his post.

"Kagagaling ko lang sa isang meeting sa palasyo at pagbalik ko sa opisina, natanggap na ho namin yung letter. Honestly , hindi ko po alam ang kadahilanan at nais kong makausap si Chairman Jacob at malaman iyong tunay na dahilan nya.

"Noong nasa Naga kami kahapon kasama ang ating pangulo, tinanong din kami ng pangulo at sabi nga ng ating pangulo nais rin niyang makausap si Chairman Jacob para malaman ang kanyang kadahilanan," Abaya added.

Abaya also belittled rumors of internal squabbling among the board members at the LTFRB.

"Well sa akin , hindi ko kusang tinatanggap ang lahat ng kuwento. Naririnig ko ho iyan pero kung kaharap ko naman po sila ng isa, tatlong beses, maayos naman ang usapan at mukhang nagkakaisa na pagdating sa nakapagyariang mga polisiyang dapat ipatupad. So hindi ko agad kinagat ang mga iyan hangga't di ko makita at maranasan ko rin," he said.

Jacob recently submitted his resignation letter to Transportation chief but reportedly did not indicate the reason for his quitting the post.

Abaya also downplayed the issue of re-franchising of bus units being directedly input on the LTFRB's computer database as the reason for the "divide" in the board.

"Hindi naman iyan reflective ng hidwaan o divide ng mga board members. Tingin ko nasa sistema, nasa burukrasya, dapat po talaga maimbestigahan iyan. Nakausap ko po iyong dating executive director ho natin diyan, si Frank Mendoza, noong nasa Naga ho kami noong inauguration ng monumento ni Sec. Jessie (Robredo) at meron rin siyang mga bagay-bagay na ipinaliliwanag sa akin. Ang sabi ko, pagtulungan natin ito dahil galing ka dyan.

"Nakita niya ayusin natin, gawan ng sistema, i-computerize para mas transparent ang transaction then makakalingkod tayo ng mas maayos sa taong bayan," Abaya said

Abaya said he acknowledges the issue of corruption that has been plaguing the LTFRB, saying he will not hesitate to make heads roll to cleanse the board.

"Totoo po na maraming room for improvement, maraming pagbabagong kailangan, kung kailangain ay sibakin, kailangan sibakin para maayos po ang sistema po," he said.

Abaya said he would like someone who has a clean record and has a heart for public service to be appointed to the LTFRB helm.

"Kung ako ang tatanungin akong personal, ay dapata matino, dapat may isang abogado  kasi may quasi-judicial function po iyan sa tatlong naglilingkod at maintindi sa issues ng transportation. Ang pinakamahalaga po sa akin ay yung matino ay nais maglingkod at walang agenda po.

"Ang mahalaga ay mapagkakatiwalaan dahil puno't dulo kapag nagkamali ang LTFRB, si Secretary Abaya ang mananagot po. Ang mahalaga nagkakaintindihan po kami , mas makakatulog ako ng mahimbing sa gagawin nyang tama at walang palulusutin na wala sa ayos po," Abaya added.
