TUGUEGARAO CITY, Philippines – A 41-year-old construction foreman was found beheaded in his bunkhouse in Dingras, Ilocos Norte yesterday.
Police said the victim, Roy Agtang Maddela, who hailed from Sta. Praxedes, Cagayan, reportedly worked for a construction firm owned by Piddig Mayor Eddie Guillen in building a sabo dike in Dingras town.
