DAGUPAN CITY, Philippines – A 77-year-old former city secretary was found dead inside his room in Barangay Tapuac here.
Senior Inspector Ricardo Ubando of the Dagupan City police identified the victim as Norberto Liwag.
Liwag was last seen on Nov. 13 at around 9:30 p.m.
