'Latigo gang' strikes again in Davao City
DAVAO CITY, Philippines - The so-called “Latigo squad” strikes again in this city and is victimizing minors.
Davao City police director Senior Superintendent Ronald de la Rosa said he ordered an investigation into reported attacks, even as he admitted that they are clueless as to the members of the group.
A number of teenagers recently sought the help of the media after they were hit by the group. The victims bore whipping marks in the back.
Commission on Human Rights Southern Mindanao regional director Alberto Sipaco said he will look into the whippings, noting that it is a violation of human rights.
Sipaco said he is waiting for the victims to file a complaint with his office.
