Civil Service Commission relaxes rule on barangay execs' eligibility

MANILA, Philippines - Instead of five years, elected and appointed barangay officials now need only three years or one full term of office to receive civil service eligibility. 

The Civil Service Commission (CSC), in a resolution published last month, relaxed its rules and requirements in the grant of Barangay Official Eligibility (BOE).

CSC Chairman Francisco Duque III said the decision to lower the required years for BOE is based on the principle that the grant “is an act of goodwill by the government for the services of barangay officials to the community.” 

He said the grant of civil service eligibility to barangay officials “shall be considered a privilege, the entitlement to which shall belong exclusively to the duly elected barangay official.”

For appointive officials, he said those who will apply for BOE will have to show proof, through a notarized affidavit, that he or she is not related to the appointing authority up to the fourth degree of consanguinity.
