N. Luzon's most wanted man falls

MANILA, Philippines - After 15 years in hiding, the most wanted person in northern Luzon, tagged as the primary suspect in the 1997 killing of a barangay councilman in Ilocos Norte, was arrested Wednesday in Quirino province.
Alex Cariaga, 43, who carried a P75,000 bounty, was arrested by elements of the Criminal Investigation and Detection Group in Barangay Divisoria Sur, Maddela town, said CIDG chief Director Samuel Pagdilao Jr.
