PNP told: Bust private armies before 2013 polls

MANILA, Philippines - About 16 months before the midterm elections in 2013, Interior and Local Government Secretary Jesse Robredo has ordered the Philippine National Police (PNP) to dismantle private armies which might sow violence during the polls.

“As early as now, we are making sure that we will be able to dismantle all the private armed groups before the 2013 elections,” Robredo said.

Based on statistics, Robredo said most private armies are operating in Mindanao.

In previous elections, there were reports that politicians used these private armies to harass voters and buy votes.

In June last year, records showed a total of 28 private armies had been dismantled with 106 suspects arrested, with 86 such groups still operating.

Robredo directed the PNP to update its list of private armies and assess its efforts in neutralizing them.

Meanwhile, Robredo said the government continues to go after six to nine suspected terrorists monitored a day before the feast of the Black Nazarene last Jan. 9.

Robredo downplayed the capability of the suspected terrorists to sow violence in the coming days.

“There is possible escalation because we have elections in 2013,” he said, adding that the threat of terror has changed the world’s security parameters.

He said measures to prevent possible terror attacks have always been included in the equation of security preparations worldwide.

“As proof, security guards in malls and buildings check bags and there are also K-9 units in malls. We have adjusted to this kind of security consciousness,” he said.

“Security measures will be adjusted depending on the seriousness and gravity of threats,” he added.

Robredo said the government has been trying to improve security measures to ensure the safety of the general public, just like the steps taken during the feast of the Black Nazarene.
