House measure bans mining in Romblon

MANILA, Philippines - Mining activities will soon be prohibited in the province of Romblon, Rep. Eleandro Jesus Madrona said yesterday.

He said the House approved his Bill 4815, which seeks to declare his province off-limits to miners, big or small, on second reading before Congress adjourned its first regular session on Wednesday.

Madrona said his bill would be approved on third and final reading shortly after Congress reconvenes later next month.

“We hope this measure is enacted into law soon since there is a Canadian firm that is applying for a mining permit in Romblon. We don’t want miners to destroy the natural beauty of the province, which is fast becoming a tourist destination,” he said.

He added that Romblon, which is composed of three islands and several islets, should be preserved as an agricultural area.

Madrona said mining would destroy agricultural lands and the tourism potential of the province.

He suggested that instead of allowing mining in Romblon, the government should build more farm and tourism facilities.

His proposed law declaring the province mining-free would punish violators with imprisonment of six to 12 years and a fine of P100,000 to P500,000.

It would prohibit mining and exploration activities, including prospecting for mineral resources, testing, drilling, tunneling, remote sensing, and surveying.

The Department of Environment and Natural Resources would be mandated to issue regulations to enforce the ban.
