MANILA, Philippines - The Commission on Elections (Comelec) yesterday said Bulacan officials can decide for themselves whether to declare a holiday on Saturday for the special congressional polls in the first district of the province.
“The local government units can decide on this. But in the first place, Nov. 13 is a Saturday (so there are no classes and work in government),” said Comelec spokesman James Jimenez. – Dino Balabo, Sheila Crisostomo
