GMA cabalen replaces DPWH-CAR chief

BAGUIO CITY , Philippines  – Different sectors, including political leaders, are questioning the replacement of the Department of Public Works and Highways (DPWH) Cordillera chief with a cabalen of President Arroyo.

Engr. Roy Manao, acting regional director of the DPWH, was replaced by Engr. Enrico Guilas from Lubao town in Pampanga.

In an open letter, the United Baguio-Benguet Contractors Association, the Contractors Against Crime and Corruption and the Association of Licensed Benguet Contractors are seeking the retention of Manao as head of the regional office of the DPWH for being “unquestionably qualified and competent in the post as shown by his track record.”

The three groups represented and signed for by their respective heads said that Manao “has held the office efficiently as demonstrated by his tactfulness and effective supervision over the SONA projects of the government.”

The groups also commended Manao in rehab works after the onslaught of typhoons Ondoy and Pepeng where “he spearheaded a remarkable and impressive reconstruction, clearance and repair of main and minor thoroughfares that made possible the gain of access to our isolated region despite limited resources.”

While admitting that the appointment of Guilas is an executive power, they are seeking the assistance of Cordillera congressmen to intercede in the return of Manao to said office on the merit of his performance.
