Nov. 14 special non-working day in Pangasinan

LINGAYEN, Pangasinan – Malacañang has declared Nov. 14 as a special non-working day in the province of Pangasinan.

Through Proclamation Number 1661 signed by Executive Secretary Eduardo Ermita in behalf of President Arroyo, declares Nov. 14 as non-working holiday in lieu of the Nov. 13 known as “Pangasinan Day” which falls on a Thursday.

In 1989, then President Corazon Aquino signed into law, RA 6721, the observance of Nov. 13 of each year a special public holiday in Pangasinan and also marks the birth anniversary of the late speaker Eugenio Perez.

Perez was an illustrious son of the province and was the last speaker of the Commonwealth and the first speaker of the Philippine Republic.

The proclamation said that this will enable the people of Pangasinan to celebrate the occasion.

The website www.wiki­pedia.org said Perez, born in 1896 in San Carlos, Panga­sinan, first entered politics in 1926 when he was elected to the municipal council of his hometown, San Carlos. In 1928, he was elected to the Philippine Legislature as a Representative of the second district of Pangasinan. Perez would be re-elected to his congressional seat for eight consecutive terms.

In 1946, Perez joined the newly-established Liberal Party, which obtained a congressional majority in the House of Representatives in the 1946 general elections. He was elected speaker of the House of Representatives when the 1st Congress of the Philippines convened later that year, and would serve as House Speaker throughout the 1st and 2nd Congresses. – Eva Visperas and Cesar Ramirez
