NCRPO starts dismissal process against RSAU cop

The National Capital Regional Police Office has initiated summary dismissal proceedings against a policeman, who along with a civilian companion, shot dead Friday a police officer during a minor traffic spat in Bacoor, Cavite.

Metro police chief Director Jefferson Soriano said pre-charge investigation has already started against the suspect, PO2 Alfie Madrid, assigned at the NCRPOs Regional Special Action Unit (RSAU).

Soriano said they also confiscated the service firearm and badge of Madrid, who is now detained at the Bacoor police station along with his civilian companion, Hermogenes Gagan.

Madrid and Gagan were positively identified by witnesses as behind the killing of Inspector William Pelicano, the logistics officer of the Las Pinas City police.

Superintendent Mario Reyes, Bacoor police chief said results of an alcoholic test showed that only Gagan was positive of alcohol. “This goes to show that PO2 Madrid was in his right mind when he shot Pelicano dead,” said Reyes.

He said the results of the drug and paraffin tests on Madrid and Gagan would be out later this week.

Reyes said they were set to file murder and frustrated murder charges against Madrid and Gagan before the local prosecutor’s office late yesterday.

Pelicano and his wife, Babylyn, were on their way home when the passenger jeepney they were riding was bumped from behind by a van driven by Gagan.

A heated argument ensued and according to witnesses, Gagan passed off his caliber .45 automatic pistol to Madrid and ordered him to open fire at Pelicano, who was in full police uniform.

Pelicano sustained seven gunshot wounds in the body. He died while being rushed to the Molino General hospital.

Babylyn was grazed in the arm.

Madrid and Gagan were arrested by responding Bacoor policemen.

PNP chief Director General Jesus Verzosa ordered a thorough probe of the incident, noting that the shooting of a non-commissioned offi­cer of a senior officer served as a testing ground for the PNP transformation program.

Soriano said the NCRPO would conduct summary dismissal proceedings against Madrid after finding sufficient evidence against him in the pre-charge investigation.

In the aftermath of the incident, Soriano also relieved the seven-man RSAU team guarding the Food Terminal Inc., in Taguig City, including Madrid. “The six other members of Madrid’s team are equally guilty because they failed to instill discipline on him,” said Soriano, adding that the remaining members of the team would undergo a one-week of re-orientation program prior to their next deployment.
