Pedro Romualdo, who heads the panel, to invite Presidential Anti-Smuggling Group (PASG) chief Antonio Villar, former Land Transportation Office (LTO) chief Reynaldo Berroya, Customs chief Napoleon Morales and Transportation and Communications Secretary Leandro Mendoza.
