Software piracy losses in RP swell to P5.5 B, study bares

Leading Batangas vice gubernatorial bet Mark Leviste assailed the Commission on Elections (Comelec) yesterday for stopping his proclamation.

At a press conference, Leviste said the Comelec, particularly Commissioner Resur­reccion Borra, abused its authority for indiscriminately issuing an order against his proclamation.

“His (Borra) decision to issue a suspension order was capricious, whimsical and despotic. It is clear that he abused his discretion,” he said.

Leviste said the order was issued “just a little over three hours” after his rival, Edwin Ermita, son of Executive Secretary Eduardo Ermita, filed a petition last Friday seeking to declare failure of elections in Taysan and Sto. Tomas towns.

Based on the Comelec certificate of canvass, Leviste said he obtained 334,847 votes against Ermita’s 316,847. Actor Christopher de Leon trailed with over 151,000 votes.

“Borra gave credence to the baseless allegations of my opponent without even hearing my side,” Leviste said.

But Borra defended the order, saying they have the authority to do so. “It was an urgent motion, time is running out and we have to act with dispatch,” he said.

What Leviste could do, he said, is to file a motion to lift the order suspending the proclamation.
