Comelec order sows confusion in Vizcaya

BAYOMBONG, Nueva Vizcaya A supposed resolution of the Commission on Elections first division nullifying the proclamation of Gov. Luisa Lloren-Cuaresma in favor of her rival, former board member Leonardo Perez, sowed confusion here yesterday.
Cuaresmas camp, however, said they have yet to receive or see an official or original copy of the 14-page resolution, a photocopy of which was obtained by The STAR.
Commissioner Rufino Javier, the first divisions presiding officer, and his two members, Commissioners Resurreccion Borra and Romeo Brawner, signed the Jan. 31 resolution.
