Attending the occasion were local chief executives, vice mayors, Sangguniang Bayan members, barangay chairmen and heads of line agencies provincewide.
The new OPD building is part of the P10.5-million infrastructure cluster program for the Biliran Provincial Hospital, which includes the second floor of the new ward building.
The OPD houses offices for the records, internal medicine, surgery, pediatrics, operating room, utility, EENT, dental medicine, family planning and OB-gyne sections, the OPD heads office, pharmacy, five comfort rooms, a spacious waiting corridor, and X-ray and examination rooms.
The OPD building, which boasts of modern amenities, has an area of 409.50 square meters. The construction of the entire infrastructure cluster started September last year, and will continue for 360 days. A new drainage network for the hospital complex is also being rushed.
The upgrading of the Biliran Provincial Hospital is a top priority of the present provincial leadership. Complementing the program are extension services such as dental, medical and surgical missions to the barangays and other strategic places.
Incidentally, Espina is also celebrating his 43rd birthday, his wedding anniversary with his wife, Dr. Cecil Mendiola-Espina, and his second year in office as the third elected governor of Biliran.
