Committed to promoting the welfare and development of the province, Del Rosario has institutionalized his trademark "Minimum Basic Needs" approach in efficiently delivering basic services to the general public and in transforming Davao del Norte into one of the countrys premier provinces.
Under his leadership, the Davao del Norte peace and order council was named as the best in Mindanao.
