One measure requires all departing passengers to be at the pier at least two hours before their scheduled departure. This will allow ample time for Coast Guardsmen to examine the passengers hand-carried cargo, according to PCG commandant Vice Admiral Reuben Lista.
Lista also directed all Coast Guard personnel to prohibit the loading of baggage into domestic vessels without tag and identification and clearance from inspecting units.
