Recall resolution only a photocopy

CEBU CITY — What was expected as a simple act of submitting to the Commission on Elections a resolution calling for the recall of Mayor Tomas Osmeña took an obscure turn as members of the Preparatory Recall Assembly (PRA) presented only a photocopy of the resolution the other day.

City election officer Simaco Labata said his office cannot act on the recall resolution adopted by barangay officials unless they submit the original copy to him.

Association of Barangay Councils president Jose Navarro, together with PRA secretary and Barangay Kamagayan head Mansueto Avila and PRA lawyer Socrates Fernandez, filed the resolution.

But the PRA officials refused to submit the original copy of the resolution to Labata, saying the document is meant for the Comelec central office in Manila. — Freeman News Service
