Raps vs PNR union prexy

A manager of the Philippine National Railways (PNR) has filed with the Ombudsman charges of perjury and falsification of official documents and violation of the Civil Service Law against the agency’s union president.

Facing the charges, lodged by Tomas Mendoza, division manager of the PNR’s personnel and administrative services department, is Edgar Bilayon, engineering assistant of the agency’s rolling stock maintenance and president of the Bagong Kapisanan ng mga Manggagawa sa PNR.
