At 4 p.m. yesterday, the center of tropical storm "Labuyo" was estimated at 90 kilometers northeast of Aparri, Cagayan or 160 kms. south-southeast of Basco, Batanes with maximum sustained winds of 85 kilometers per hour near the center and gustiness up to 110 kph.
It is forecast to move at 11 kph and be 90 kms. northwest of Laoag City or 250 kms. southwest of Basco, Batanes this afternoon. It is likely to gain strength in the next 12 to 24 hours.
Public Storm Signal No. 2 is in effect over the Batanes group of islands, Cagayan, including Babuyan Islands, Ilocos Norte and Kalinga. These areas will have stormy weather, and rough to very rough coastal waters.
Public Storm Signal No. 1 is in effect over the rest of Northern Luzon which will experience rains and winds of not more than 60 kph, and moderate to rough coastal waters.
Tropical storm "Labuyo" is expected to enhance the southwest monsoon and bring occasional rains over the western sections of Luzon and the Visayas.
The rest of Luzon and Western Visayas will be cloudy with scattered rainshowers and thunderstorms, while the rest of the country will experience partly cloudy to cloudy skies with isolated rainshowers and thunderstorms.
