PAOCTF officer linked to Dacer case also a suspect in Quirino kidnap-slay

DIFFUN, Quirino — A police general implicated in the abduction-killing of public relations man Salvador "Bubby" Dacer and his driver, is also one of the suspects in the 1999 kidnap-murder of a barangay official here.

Chief Superintendent Glenn Dumlao and six of his men in the disbanded Presidential Anti-Organized Crime Task Force (PAOCTF), along with Quirino Gov. Pedro Bacani, who, incidentally, is Dumlao’s uncle, face charges in the Department of Justice for the gruesome kidnap-murder of barangay head Morjil Valencia.

The DOJ has yet to decide on the case.

Valencia was allegedly killed after he refused to sign documents which would clear some provincial officials in a multimillion-peso tax scam which the Senate Blue Ribbon Committee had investigated.

The tax scam involved the mysterious channeling of funds amounting to P143 million intended for various provinces, to Quirino.

Valencia disappeared on the night of Jan. 3, 1999 after he left Bacani’s house in Maddela town. During their day-long meeting, Valencia was allegedly asked to sign documents which would clear the governor of any involvement in the scam.

Nine days later, the body of Valencia was found in Barangay Tallungan, Aparri, Cagayan, 200 kilometers from this province. His hands were cut off, his eyes gouged, his toenails removed and penis mutilated.

The victim’s Mitsubishi car was abandoned near a beerhouse in Santiago City, Isabela.

Former Diffun vice mayor Dante Valencia, the victim’s brother, has appealed to President Arroyo to expedite the kidnap-murder case in the light of developments in the Dacer case.

Dante Valencia is the Lakas-NUCD’s gubernatorial candidate against Bacani, who is running under the Laban ng Demokratikong Pilipino.
