NBI turns over Sara Duterte SALN findings to Ombudsman

MANILA, Philippines — The National Bureau of Investigation (NBI) has officially turned over its investigative findings to the Office of the Ombudsman to facilitate case buildup regarding the alleged misdeclaration of properties in the Statement of Assets, Liabilities, and Net Worth (SALN) of Vice President Sara Duterte.
In an ambush interview with reporters on Tuesday, October 13, NBI Director Melvin Matibag said the bureau is transferring jurisdiction over the SALN misdeclaration issue to the Ombudsman, which will continue the investigation.
According to Matibag, the bureau recommended that the Ombudsman conduct a preliminary investigation into potential violations of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act.
The bureau's findings focus primarily on declared agricultural properties in Catigan, Davao City, specifically items six and seven in the vice president's latest SALN.
“Ito 'yung nasa SALN mismo ni Vice President, sa atin, sa Catigan. Declared as agricultural, dalawang lot. Ah, item number six and seven sa SALN niya, 'yung latest SALN niya na nakalagay doon agricultural. Pero ito siya, okay—hindi pa nga nakuha 'yung buong picture—may helipad pa 'yan,” Matibag said.
(This is directly from the Vice President's own SALN, the properties located in Catigan. Declared as agricultural, two lots—specifically items number six and seven on her latest SALN, where they are listed as agricultural land. But look at this—we haven't even captured the full picture yet, and it even has a helipad.)
According to Matibag, ground verification using exact geographic coordinates and Land Registration Authority (LRA) land titles revealed substantial developments on the properties, including a mansion, a helipad, and an internal road network, despite their being listed merely as agricultural lots.
Meanwhile, the NBI has also turned over documents to the Department of Justice involving Rep. Paolo Duterte (Davao City 1st District), Genesis 88 Construction Inc., and 12 individuals over alleged violations of the Anti-Graft and Corrupt Practices Act.
