LTFRB hits MMDA for ‘blame game’

MANILA, Philippines - The Land Transportation Franchising and Regulatory Board (LTFRB) slammed the Metropolitan Manila Development Authority (MMDA) for engaging in a “blame game” instead of coming up with a comprehensive solution to Metro Manila’s traffic congestion. 

This was after MMDA chair Francis Tolentino claimed the traffic congestion along C-5 Road and Katipunan Avenue had gotten worse since the board extended its moratorium on the apprehension of private trucks for hire (those with green plates) for one month.

LTFRB chairman Winston Ginez said this is to allow private truck operators to apply for provisional authority while the board studies their franchises.

This is in connection with a joint administrative order issued by LTFRB and the Land Transportation Office that imposes higher penalties on traffic violations, including colorum operations. 

Under the joint administrative order, which took effect on June 19, colorum bus operators will be fined P1 million; truck and van operators, P200,000; sedan operators, P120,000; jeepney owners, P50,000; and motorcycle operators, P6,000.

According to Ginez, the traffic congestion along EDSA and C-5 Road “has been horrendous” long before the joint administrative order was implemented on June 19.

He said the LTFRB’s moratorium did not affect the MMDA’s own truck ban and the agency could have apprehended the trucks.

Tolentino, on the other hand, said the LTFRB’s “non-apprehension” policy was “premature” and “illogical.” He said the LTFRB should only allow truck operators with approved franchises to travel.
