2 QC cops face extortion raps

MANILA, Philippines - Two Quezon City policemen are facing extortion charges filed by a couple they accused of indecency while inside a parked car in Barangay New Manila Tuesday night.

Quezon City Police District director Chief Superintendent Richard Albano identified them as Police Officers 1 Ronald Que Englis, 39, and Roland Roman Mansibang, 28, both detailed at QCPD Station11.

The two policemen are facing complaints for robbery-extortion filed against them by a couple whose identities were withheld.

Chief Inspector Rodel Marcelo, head of the QCPD’s Criminal Investigation and Detection Unit, said the incident happened at past 9 p.m.

The couple was inside a car parked along 8th Street in Barangay New Manila when the policemen allegedly approached them and pounded on the car’s window. 

Marcelo said Mansibang allegedly told the man to get off the car and asked for his driver’s license.

According to the couple, the policemen told them they would be charged with public scandal with a fine of P20,000.

The policemen allegedly threatened them that members of the media would publish the incident if he would not pay the amount.

When the man said he did not have enough money, Mansibang allegedly asked how much he had. He said he only had P4,000 and then he was told the incident would be reported to the police station.

Moments later, a police vehicle arrived with four uniformed police officers on board.

Marcelo said two of the policemen allegedly pressured the man to withdraw from an ATM booth.

The man then asked his girlfriend to contact Chief Superintendent Reuben Theodore Sindac, spokesman for the Philippine National Police, who incidentally is a family friend.

The man said they proceeded to Greenhills Town Center along Granada street. While trying to find a parking space, the woman was able to contact Sindac who instructed her to get the names of the policemen.

When Mansibang heard the name of the police general being mentioned, he ordered the man to stop the car.

The two policemen refused to give their names. They again threatened to take the couple to the QCPD Station 11 in Galas when the woman started taking pictures of them.

Mansibang eventually returned the man’s driver’s license.

After a few minutes, Sindac and the couple’s families arrived in the area.
