Manila ban weeds out illegal buses

MANILA, Philippines - Manila’s ban on buses without existing terminals in the city kicked off yesterday, with some drivers defying the policy, saying were not informed.

“Why all of a sudden there are bus drivers who are not informed? Chances are they are colorum buses. Of course, you will not be notified if you do not have a legitimate franchise,” Vice Mayor Isko Moreno said in a press conference.

According to Moreno, the city council held several public hearings.  He added that the city officials and bus operators with “legitimate” franchises have put up billboards that informed people about the ban.

None of the said bus drivers were fined. Moreno said issuance of violation tickets will start today. Fine can range up to P500 to P900.

“We can also tow these buses,” he said.

Under Resolution No. 48, adopted on July 16, only buses with existing terminals in the city can traverse Manila’s roads.

MMDA ‘informed’

Moreno also belied reports that the office of Metro Manila Development Authority (MMDA) Chairman Francis Tolentino was not informed.

Moreno said he called up Tolentino’s office, even as Chief Inspector Olive Sagaysay, head of Manila Police District’s traffic enforcement unit, also informed the agency.

“As far as we’re concerned we tried to communicate with (the MMDA) two weeks ago. I personally tried to contact Tolentino but his secretary told me that I will receive a call,” Moreno said. “I never got that call.”

Moreno said the policy, which the Lim administration also implemented, is subject to continuous review. He said they might invite the operators to come back depending on the city’s need.
