Pasay precinct chief, 4 cops axed: Caught sleeping on the job

MANILA, Philippines - Four Pasay City policemen, along with their precinct commander, were sacked from their post yesterday after the four were caught on video sleeping when they were supposed to be patrolling the streets.

National Capital Region Police Office director Chief Superintendent Leonardo Espina ordered the filing of administrative charges for serious neglect of duty against Chief Inspector Reynaldo Paculan, chief of the Police Community Precinct 10 (PCP 10) in Barangay Merville; and his men SPO1 Leoncio Muñoz, PO3 El Heidi Bulaclac, PO2 Romy de la Cruz and PO2 Joshua Pili.

Espina also ordered the five policemen reassigned to the station administration holding unit to prevent them from influencing the investigation of their case. They can also be suspended without pay for a month.

Espina directed Superintendent Sammy Turla, acting chief of the Pasay City police, to replace the five policemen with competent personnel.

Muñoz, Bulaclac, de la Cruz and Pili were assigned as third shift personnel of the PCP 10. They were supposed to patrol Barangay Merville to protect residents from burglars and robbers.

However, a television crew caught the four policemen sound asleep in the precinct at around 2 a.m. yesterday.

“They are supposed to be out there patrolling the streets with village watchmen from midnight to 8 a.m., but they were caught sleeping inside the precinct, hence their relief,” Espina said.

The NCRPO chief said Paculan was also relieved for his failure to exercise direction, supervision and control over his precinct.
