Robredo to PNP: Fire arrogant cop

MANILA, Philippines - Senior Police Officer 2 Ricardo Pascua Sr., who arrogantly refused to give way to President Aquino’s convoy in Quezon City last July 17, should be dismissed from the police service officially.

 This was the directive of Interior and Local Government Secretary Jesse Robredo to Philippine National Police chief Director General Nicanor Bartolome.

Pascua had been sacked twice in early 2000 based on two separate decisions by the People’s Law Enforcement Board offices in Quezon City for grave misconduct cases.

Robredo issued the directive after the National Police Commission Office reviewed adopted new measures in the issuance and implementation of police dismissal orders. The meeting was presided over by Commissioner Eduardo Escueta.

Pascua was dismissed by QC PLEB District II-A office on June 30, 2001 based on a complaint filed by Amalia Buenaventura-Peregrina for robbery/extortion while the QC PLEB District III office dismissed him on Dec. 10, 2002 for a grave misconduct case filed by Siony Tabuac.

He appealed both cases before the Napolcom Regional Appellate Board but it affirmed the PLEB’s decision.

He later worked for an appeal and reinstatement under the Tabuac case but not on the Peregrina case.

The PNP Directorate for Personnel and Management issued on March 24, 2006 a dismissal order with finality on the Peregrina case which was received by Pascua on July 29, 2006.

“SPO2 Pascua cannot feign ignorance on this and he obviously acted in bad faith when he worked on his reinstatement on the Tabuac case but not on the Peregrina case. He hoodwinked his superiors,” Robredo said.

The arrogant cop had been relieved from his post at the QCPD Station 4 after he blocked the President’s convoy.
