Lawman accused of shooting Tsinoy family

MANILA, Philippines - A policeman has been identified as one of four men who allegedly shot three members of a Filipino-Chinese family in Binondo, Manila last Jan. 11, officials said yesterday.

Manila Mayor Alfredo Lim issued a “shoot to kill” order against Police Officer 1 Ernesto Binayug, assigned to the National Capital Region Police Office, and three others for the attack on businesswoman Heidi Hsu, 26; her brother, Herbert, 24; and their father, Tony, 67, at the intersection of Madrid and Lavezares street. Heidi died on the way to the Gat Andres Bonifacio Hospital. Her brother and father were treated at the same hospital.

A report from the Manila Police District (MPD) Station 11 stated that Tony, while driving his motorcycle along Lavezares street, saw his children being grabbed by three of four armed men. When he was about to help his children, the attackers shot all three members of the Hsu family then sped away.

Witnesses helped bring the victims to the hospital.

Lim said he told MPD director Chief Superintendent Alex Gutierrez to concentrate on the case, and Gutierrez tasked Senior Inspector Joselito de Ocampo and Senior Superintendent Ferdinand Quirante to identify the Hsu’s attackers.

“After so many days… finally they were able to identify the main suspect,” Binayug, Lim said during a press conference at the city hall yesterday. He asked Binayug to “surrender, as promised by his mother, but since Thursday he has not” turned himself in.

Lim said investigators found that Binayug has left his listed address and no longer reports for duty.
