Bacalzo asks lawmakers to make carjacking non-bailable offense

MANILA, Philippines -  Philippine National Police chief Director General Raul Bacalzo has recommended to the Senate to make amendments on certain legislations to make laws stiffer against carjacking amid the growing carjacking syndicate operation in the country.

Bacalzo, who arrived after his visit in Tawi-Tawi Tuesday said his recommendation to the legislative body, is partly to improve the procedures in the rules against the crime of carjarking. “We have recommended to the Senate certain amendments to legislations like making carnapping a non-bailable offense,” Bacalzo said.

According to Bacalzo, the insurance procedures must be specially the sale of totally wrecked vehicles which the syndicate carjacking group used in slipping and legalize carnapped vehicles.

He said they have also recommended to President Aquino to reinstitute the clearance system before any vehicles will be ferried aboard ships, so the carnapped vehicles will not be transported through ships,” the PNP chief said.

The clearance system was shelved in 2001 during the Arroyo administration to allow and hasten the travel of vehicles and cargo trucks transporting agricultural crops aboard the roll-on roll-off (ro-ro) ferry boats.
