PNP wants firecracker zone in each town, city

MANILA, Philippines - Philippine National Police (PNP) chief Director General Raul Bacalzo yesterday urged chiefs of police nationwide to establish a firecracker zone in their respective areas of jurisdiction.

Bacalzo issued the call for the establishment of a firecracker zone in each locality as part of the PNP’s preparation to ensure a hassle-free Christmas Day celebration and New Year revelry.

He clarified that the PNP is fully supporting the “Iwas Paputok” campaign of the Department of Health (DOH), which espouses using noisemakers other than fireworks and pyrotechnic devices.

“If in Davao City, they can ban firecrackers during holidays, why can’t it be done in other localities? Perhaps chiefs of police could talk to the mayors that while a total firecracker-free zone can’t be done, there should be firecracker zones,” Bacalzo said.

He said since there are Filipinos who cannot resist using firecrackers during the holidays, the PNP might set up an “Ingat Paputok” program to remind the public of safety measures in using firecrackers.

The PNP chief tasked chiefs of police to coordinate with the mayors in their localities since local chief executives could tap the resources of other local government agencies in the establishment of firecracker zones.

PNP Firearms and Explosives Office director Chief Superintendent Napoleon Estilles designated Senior Superintendent Allan Parreño, chief of the FEO-Explosives Division, and Superintendent Roger Simon to map up programs to promote the PNP campaign.

Estilles said FEO personnel will conduct seminars on proper handling, manufacturing and storing of firecrackers and pyrotechnic devices to avoid accidents.
