PWDs in Malabon complain of discrimination

MANILA, Philippines – Malabon City Rep. Jaye Lacson-Noel warned yesterday business establishments, particularly drug stores, in the city to honor discount cards for persons with disability (PWDs) or face sanctions.

“Complaints are mounting that PWDs are experiencing discrimination when it comes to the 20 percent discount accorded them by the law, especially when buying medicine in drug stores,” Noel said.

Noel said she could only speak for Malabon City but claimed the same “non-cooperation” occurs in other areas of the country.

She urged PWDs in Malabon City to form a group and formally convey to the Department of Trade and Industry (DTI) or to the city hall their complaint “for them to have a voice.”

Noel, a member of the social service committee in the House of Representatives, said she had already brought the PWDs’ concerns to the DTI’s attention during a committee hearing last week, which she presided.

“Our senior citizens are now enjoying their privileges, how come our PWDs could not avail themselves of the same?” Noel asked.

She said she is coordinating with Mayor Canuto Oreta for the proper penalties on violators of the law in Malabon City.

Republic Act 9442, approved in 2007, mandates that disabled persons must be provided a 20 percent discount on purchase of basic commodities, fares, services and other privileges and incentives subject to the guidelines of the government agencies concerned.

Noel advised PWDs to secure their identification cards from the city hall or the National Council for the Welfare of Disabled Persons (NCWDP). She said only Filipino PWDs are entitled to the privileges.
